    Project Description: 

    Benguela Health was successful in tendering for the

    RFP published by Guidehouse under the Tanzania USAID Global Health Supply Chain programme – Technical Assistance programme to develop a full business case for the transition of the Zanzibar

    Central Medical Stores from a unit within the Ministry of Health to a stand alone, semiautonomous entity,

    The timescales were extremely tight with the entire business case to be completed in eight weeks. 

    The Business Case included the following:

    • Proposed functional structure for the new organisation, including high level roles and responsibilities and recommendations for new functions including the moving of the responsibility for quantification to CMS
    • Financial model based on the statistical analysis of medicines and health products provided by CMS to all facilities and organisations in 2022. The financial model included different scenarios based on the current outsourcing of services by the MoH and a cashflow analysis, calculating the seed funding required for the transition
    • IT analysis of the current systems in use by CMS and recommendations for improved use of those systems as well as the identification of new systems required
    • Change management planning
    • High level transition plan activities

    The proposed Bill was then enacted into law in February 2024 with the creation of CMS as a stand alone entity.

    The Business Case has been highly utilized to secure additional donor funding to support the implementation of the new CMSA.
