    Project Description: 

    Benguela has been contracted by the WHO to provide consulting services in supporting the newly formed Central Medical Stores Agency (CMSA) in Zanzibar to determine the feasibility of developing new oxygen generation plants in Zanzibar and a new warehouse facility in Unguja.

    As part of the Business Case developed by Benguela, an urgent need was identified for additional warehousing facilities if CMSA is to be able to deliver on its mandate of providing health products for all public health facilities in Zanzibar.

    WHO is facilitating the process of obtaining financing for the warehouse facilities as well as the possible development of a new oxygen generation plant.

    Specifically, Benguela is providing consulting services relating to the preparation of the documentation required for the application of bilateral or multi-lateral financing using the WHO CASH tool and in the assessment of the existing facilities in Zanzibar to inform the documentation.

    The documentation includes the financial feasibility, an analysis of the legal and policy context enabling the financial support, the identification of the need or demand for the services and ongoing support to the Feasibility Study.
