    Project Description: 

    Benguela has been contracted by the WHO together with LTS to provide consulting service in supporting the WHO 3-Levels (WCO, AFRO and HQ) team to provide the Technical Assistance (TA) to the Rwanda Biomedical Centre during the planning and design phases of the NHLS project with high containment laboratories (BSL 3/4). T

    Specifically, Benguela is providing consulting services relating to the preparation of the Prefeasibility study report and Technical Assistance (TA) during the Feasibility study process in support of the Consultant’s role of Technical Advisor to the

    WHO.

    Benguela developed the Strategic Case which included an overview of the proposed project, a risk gap analysis, a needs assessment, PESTLE Analysis, a health systems coherence analysis, budget availability and affordability analysis together with a proposed timeline.

    In addition to the above, Benguela was responsible for writing the Business Case components of the formulation of options, the assessment of construction and equipment costings, procurement and contracting options, and undertaking a value for money assessment. They also undertook a demand and market capacity analysis and provided inputs into the legal and regulatory analysis.
