Benguela managed the Hospital Management work stream, working in the 4 Central Hospitals in Gauteng specifically focusing on organisational design, facilities management, the development of a comprehensive set of delegations, regulations and policies, and a Gauteng-wide referral system
Working with the National Department of Health Infrastructure Unit, Benguela assisted with the planning and prioritisation of health infrastructure through aligning long-term burden of disease trends to provincial health service transformation plans. This, in turn, helped determine the nature, type/level and location of health facilities and supporting infrastructure required to optimise health outcomes. The plan included looking at the quantum and location of new capital investments as well as optimising maintenance expenditure investments. It also took into account different institutional capabilities, geographical areas – particularly NHI districts - and socio-economic conditions, looking at ways of utilising best practice, innovative funding, spatial investment and cost models to maximise the affordability of the proposed health infrastructure plan.
The primary objectives of this assignment were to develop a base DRG tool for central (public sector) hospitals in South Africa. The project involved primary data capture through the analysis of approximately 20,000 files from 6 of the 10 central hospitals in South Africa.
Benguela worked with the National Department of Health Hospital Services team to develop the National Tertiary Services plan through the identification of existing services in all hospitals in South Africa and the modelling of services at all levels of hospitals, including Academic, Central, Tertiary, Regional and District Hospitals in the Public Sector.
Benguela focussed specifically on the development of the organisational design, structure, budget, legislation and policies for the new South African Health Products Regulatory Authority to replace the current Medical Control Council . We also provided modelling for the Human Resources for Health Strategy 2011 – 2015, developed hospitals standards and drafted the organisational design for the new Office for Health Standards Compliance.
Oversight and quality assurance of several projects under the 6 year programme working with the Nigerian Federal and 8 State governments. Benguela was responsible for institutional strengthening and governance of the National and State AIDS Councils.
Working with developers, funders and health facility license holders to undertake the development of financial modelling, demographic analysis and final feasibility studies in the determination of the viability and service models of private healthcare facilities.
Worked with both medical schemes and private companies to undertake medical scheme reviews, broker consultant training and assessments: health theory and presentation skills, and review and development of wellness programmes.
Benguela, with our partners Habits at Work, undertook a review of the Botswana wellness landscape and provided a gap analysis and revised approach to employee wellbeing based on behaviour change modelling and health habit formation. The project included a full cost model, services overview and human resource requirements.
